Obligatory certification
By Gosstandart it is accepted « The nomenclature production concerning which acts of the Russian Federation stipulate obligatory certification ». The nomenclature represents the list of production ordered on all-Russian qualifier OK 005-93, and the list of corresponding normative documents of GOST, SEC, etc. Realization to the consumer of the goods from this nomenclature, and also customs clearing is impossible without the certificate of conformity.
The federal customs service together with Federal agency on technical regulation and metrology has approved the List of the goods for which acknowledgement of carrying out of obligatory certification is required at release on customs territory of the Russian Federation. In the List production is ordered according to the Commodity nomenclature of foreign trade activities.
Obligatory certification is an acknowledgement by the authorized body of conformity of the goods to obligatory requirements. The obligatory requirement is the requirement of the normative document which are a subject obligatory performance with the purpose of achievement of conformity to this document. Requirements on a safety of people, their property and an environment, technical and information compatibility and interchangeability of production and some other, connected with necessity of maintenance of unity of a quality monitoring and marks are usually obligatory. The list of production which is a subject obligatory standardization, and also its parameters, parameters and characteristics are defined according to normative documents operating in the country and the legislation.

Certificate of conformity GOST R (also known as quality certificate, State Standard Certificate, clearance certificate, GOST R certificate and etc.) - is a document, issued in accordance with the rules of certification system in order to confirm correspondence of quality and safety of certified products (services) to the stated requirements, applicable standards (GOST, GOST R, GOST R IEEC, GOST R ISO and etc.). Certification of products (services) may be obligatory and voluntary.
A certificate of compliance is intended for certification of goods produced either by Russian companies or shipped to Russia by an importer-company. A certificate of compliance can be issued for a batch of goods and for a series production. In the former case a certificate is legalized for a company engaged in supplying goods to the Russian market. Its validity varies with terms of a sale contract. In the latter case a foreign manufacturer of supplied goods is both an applicant and a recipient of a certificate.

The sanitary-and-epidemiologic conclusion (the hygienic conclusion) - is the document which confirms the sanction with bodies of Rospotrebnadzor of Russia of manufacture or import of production corresponding established requirements, hygienic norms and sanitary rules (HC and SEC), and also serves as official acknowledgement of safety of production for health of the person.
Sanitary-and-epidemiologic examination of production and registration of the corresponding conclusion (CC) at present is the same necessary procedure as well as reception of the certificate of conformity of system of GOST R on production which is a subject obligatory certification,

The fire certificate or the certificate of fire safety is the document confirming, that production corresponds to requirements of fire safety.
Certification fire (the Order of the Ministry of Emergency Measures of the Russian Federation from 6/18/2003 N 312) is made by means of delivery of object of certification in writing certifying conformity to requirements of fire safety (the certificate of fire safety), established in normative documents.

The legislation of the Russian Federation on fire safety is based on the Constitution of the Russian Federation. Sanction of Rostehnadzor of Russia to release and application of production is the document necessary for production, applied for potentially dangerous manufactures.
Sanction of Rostehnadzor entitles to apply on dangerous industrial objects of the equipment and technical devices (including foreign manufacture).
The order and conditions of delivery of the sanction to application are established «Regulations about the order of delivery of sanctions to application of technical devices on dangerous industrial objects». The given Position is obligatory for performance by all legal persons irrespective of the organizational-legal form, carrying out designing, manufacturing, installation, adjustment, service and repair of the specified devices or operation of dangerous industrial objects.

The import regulation rules of Ukraine are principally the same as the standards of Russian Federation, but there are still some differences in details. The UkrSEPRO certificate is the pendant of Ukraine to the GOST-R certificate.
The Ukrainian certification process are similar to the Russian in the below-mentionend parts. Necessary are a
- product registration,
- UkrSEPRO certificate,
- GosGorPromNadzor certification (operation license),
- Exemption Letter (negative statement)
- hygiene certificate.
However, the process in Ukraine more complicated and to to complete the process successfully it requires an additional expertise concerning the national law and legislation. The total application costs should also expected to be higher than in Russia.

To be able to export their products to market in the Republic of Kazakhstan are required Quality GOST-K.
Certificate GOST-K is a document that confirms the quality of products and its compliance with the norms and standards of the Republic of Kazakhstan. Most of the products exported to Kazakhstan are subject to compulsory certification, but some are not.
In such a case is the ability to issue "certificates do not require a certificate GOST-K", which certifies that the product is not subject to compulsory certification which allows it to export and sale on the premises of Kazakhstan.
